how come my candy strip rose bush doesn’t get flowers anymore?

almost lost it a few winters ago but its back and good stems and leaves but never buds or flowers anymore. I have about six years of beautiful candy stripe red and white rose!
You say you almost lost it. It could be all sucker growth. Modern roses are grafted onto a different rose rootstock. Most are on Dr. Huey, an old climbing rose that only flowers in Spring(magenta small blooms). I know in eastern parts of the US roses are grafted onto multiflora rootstock. I’m not sure what that looks like.
Look really closely at the crown of the rose(that is where all the branches come together out of the ground. If they look like they are coming apart from each other and straight out of the ground, then you have suckers. You might have lost the Candy Stripe plant. I’m sorry. If you see some good canes coming together and others away, cut out the others. You might need to remove the whole plant.
